Unlike Cleveland during the RNC, Philadelphia didn't bring in outside law enforcement during the DNC. Philadelphia also didn't bring out riot gear or militarized equipment to manage demonstrators despite the fact that demonstrations and marches in Philadelphia tended to be larger (sometimes over a thousand) than Cleveland, where demonstrations rarely rose above a few hundred.
